The CIVB is an organisation run by professionals (wine producers, brokers and merchants), and it is essentially financed by the inter-professional contributions paid by Bordeaux wine producers and merchants.
Its mission is threefold :
Economic : it follows the marketing of Bordeaux wines and analyses the various world markets.
Technical : it finances important research work that is aimed at constantly improving the quality of Bordeaux wines.
Promotion : it handles the promotion of the wines, in France as well as abroad.
